چکیده

This paper evaluates a Payments for Ecosystem Services (PES) program in western Uganda that offered forest-owning households cash payments if they conserved their forest. The program was implemented as a randomized trial in 121 villages, 60 of which received the program for two years. The PES program reduced deforestation and forest degradation: Tree cover, measured using high-resolution satellite imagery, declined by 2% to 5% in treatment villages compared to 7% to 10% in control villages during the study period. We find no evidence of shifting of tree-cutting to nearby land. We also use the estimated effect size and the “social cost of carbon” to value the delayed CO2 emissions, and compare this benefit to the program’s cost. ∗Corresponding author: Jayachandran ([email protected]). Cash for carbon: A randomized trial of payments for ecosystem services to reduce deforestation.

We evaluated a program of payments for ecosystem services in Uganda that offered forest-owning households annual payments of 70,000 Ugandan shillings per hectare if they conserved their forest. The program was implemented as a randomized controlled trial in 121 villages, 60 of which received the program for 2 years. The primary outcome was the change in land area covered by trees, measured by c...

Turning the Tide: How Payments for Ecosystem Services

Slowing and reversing tropical forest loss has long been a conservation priority. Traditional concerns 4 over the loss of habitat have been amplified by a growing awareness of the role of forests in the 5 global carbon cycle and as carbon sinks, with tropical deforestation accounting for 8-20% of 6 anthropogenic CO2 emissions (Solomon, 2007). Payments for ecosystem services (PES) schemes are 7 ...

Only One Tree from Each Seed? Environmental Effectiveness and Poverty Alleviation in Mexico’s Payments for Ecosystem Services Program

Environmental conditional cash transfers are popular but their impacts are not well understood. We evaluate land cover and wealth impacts of a federal program that pays landowners for protecting forest. Panel data for program beneficiaries and rejected applicants allows us to control for fixed differences and time trends affecting both groups. We find the program reduces the expected land cover...

A ranking of net national contributions to climate change mitigation through tropical forest conservation.

Deforestation in tropical regions causes 15% of global anthropogenic carbon emissions and reduces the mitigation potential of carbon sequestration services. A global market failure occurs as the value of many ecosystem services provided by forests is not recognised by the markets. Identifying the contribution of individual countries to tropical carbon stocks and sequestration might help identif...

Out-of-Pocket and Informal Payment Before and After the Health Transformation Plan in Iran: Evidence from Hospitals Located in Kurdistan, Iran

Background One of the objectives of the health transformation plan (HTP) in Iran is to reduce out-of-pocket (OOP) payments for inpatient services and eradicate informal payments. The HTP has three phases: the first phase (launched in May 5, 2014) is focused on reducing OOP payments for inpatient services; the second phase (launched in May 22, 2014) is focused on primary healthcare (PHC) and the...
